East Village Quarter

East Village Quarter is a mixed-use development planned for a city-owned lot known as Tailgate Park, between 12th and Imperial avenues and K and 14th streets. The plan currently includes building out 1,800 residential housing units, retail / restaurant space, a public park and public parking.

In April 2022, the SD City Council approved the sale of the 5.25 acre parking for $35.1 million to Padres and partners, Tishman Speyer and Ascendant Capital Partners.

Background:

An initial RFP was issued in 2020. Testing was delayed due to site being used for Covid test and vaccinations. Once the site was available, soil testing revealed unexpected geo-technical constraints including earthquake faults and undocumented storm culverts. This impacted the project scope by rendering approximately 30% of site being relegated to open space, as it is undevelopable.

Project Scope:

East Village Quarter will consist of 1800 units residential rental (apartments) units, 15% of which will be affordable. Studio, one-, two- and three-bedroom units are planned with one parking avail space per unit. There will be two acres of open space designed to be inclusive, activated and privately funded and secured. All construction will done by local companies, and no public funds will be used.

Phase 1 construction will be started as soon as litigation completed. This will be a three-year project to erect:

  • Half of residential units (900)

  • 1200 public parking spaces

Phase 2 construction will commence immediately when Phase 1 is complete and will include:

  • Half of residential units (900)

  • Retail and restaurants (50,000 sqft)

Connectivity

East Village Quarter is designed to integrate with downtown and the East Village. It will connect L Steet to PetCo Park via pedestrian paseo and will also integrate with the East Village Green green spaces, and the 14 th Street bike lanes.

Activation

Activations will be managed by the Padres Development Team (same team that manages Gallagher Square). Daily programming for all day parts will be developed, to engage residents and visitors on special occasions, game days via big screens to watch and every day via retail and restaurants. The project is required to be open 7 days a week, at the minimum from 6am – 10pm.

Security and maintenance staff will be put into place to ensure safety. There is consideration for using design elements in addition to programming, to keep people safe for certain activities ie: gates for concert. A full complement of activations is expected to keep residents safe and to address the East Village homeless situation.
